In accordance with the requirements of Circular No. 10, Series of 1866, Head Quarters Ass't Commissioner State of Virginia, I have
the honor to submit the following report of the manner in which justice has been administered in this Sub. Division during the month of March
1868.

I attended the Courts of both Nottoway and Lunenburg Counties during the month: very few cases were tried to which Freedmen were parties and I neither saw or heard of any instance of injustice having been done, nor have any complaints been made during the month in that effect against Courts or Magistrates.

The indisposition of Magistrates to take action in cases of Complaints preferred by Freedmen against White people (heretofore reported) still exists; they do not refuse, however, to hear such cases when their attention is called to them by the Bureau officer.
