actions of the Magistrates of this Division. The same prejudices against the Freedmen still exist, it seems impossible for the Magistrates to believe a Freedman on oath with the same degree of faith, as that of a white man.

At the trial of Freedmen before the courts, the same forms and ceremonies are gone through with as in the case of a white man, but no confidence placed in their evidence. Magistrates, Commonwealth Attornies and Juries are all disposed to be severe on the Freedmen when brought to trial for criminal offences.

The perpetration of Crime in this division by the Freedmen residing therein is of rare occurance.
