593 Bureau Refugees, Freedmen & Abandoned Lands. Head Quarters 1st Sub-District, Va. Norfolk, Va. Feby 31st 1868. Bvt. Brig. Genl. O. Brown Asst. Commissioner Bureau RF and A Lands Richmond Va. General, I have the honor to report, pursuant to Cir. No 10 Series of 1866 Hd. Qrs. Asst. Commr. Dist. Va. that so far as I have been able to ascertain the civil authorities have shown a disposition to deal justly with the Freedmen in cases coming before the courts in which their interests were concerned during the present month. A number of complaints made by Freedmen from the county in reference to leases, rents, contracts &c. have been referred to the civil authorities or to the Military Commissioner and have so far as known been adjusted fairly.
