General:
I have the honor (in accordance with Circular No. 10, Series 1866) to report that No case has come to my knowledge, nor have I while present in court, seen the course of Justice turned from the freedmen. I have also been present at the investigation of some cases before a Magistrate, and have seen fairness and impartiality strictly carried out. I am satisfied that all is well in this particular. But in the meantime I shall not relax my vigilance. Nor will I neglect the requirements of the Circular mentioned above.
