Captain:  I have the honor to make the following report of the administration of Civil Justice, in the Counties of Montgomery, Pulaski, Giles, Roanoke, Craig and Floyd (3rd & 4th Divisions, 8th Sub Dist, Va.,) for the month of April 1868.

The only case which has come to my notice of injustice by Magistrates, is that of a Freedman, residing at Salem, Roanoke County Va. in which after being abused and shot at, by one or more members of the K.K.K. and having resented it, he was fined by the Justice of the peace the sum of three dollars -
