General
In compliance with Cir No 10. Series 1866, I have the honor to report that no cases occurred in the Courts in the Counties composing the 1st Division. 8th Sub. Dist. Va during the month of April 1868 in which Freedmen were interested parties.
A case is reported by C.S. Schaeffer A.S.A.C. in charge of the 3d and 4th Divisions in which a Magistrate is charged with partiality. The case is referred to the Mil. Comr. No cases are reported from the A.S.A. Comr in charge of the 2d Division.
The testimony of Colored Witnesses is admitted in all the Courts under the same rules as that of Whites.
