Bureau R.F & A Lands, Co's Alleghany Bath & Rockbridge 6th Division 7th Sub District Va. Lexington Va. April 30th/1868 Major R.S. Lacey Sub Asst. Commr Major: In compliance with Circular No. 10 Bureau R.F. & A. Lands Hdqrs Asst. Commr dated Richmond Va March 12th 1867. In reference to Par VI same order I have the honor to report as follows. The Courts and Civil Magistrates of this Division, seem inclined to do justice to the Freedmen, as a whole, one case however of a very peculiar kind has been tried at this term of the County Court in which I think no justice has been shown to the Freedman. I refer to the case of the Commonwealth vs. John Burns Freedman a full and complete review of who's trial has been forwarded from this office. With the exception of this one case, no report of any injustice to Freedmen has come to the knowledge of this office Very Respectfully Your ob't servant Douglas Frazer Asst. Sub. Asst. Comr.
