General, In compliance with Circular No 10. Series of 1866. Head Quars. Ass't Commissioner, State of Va. I have the honor to report that I know of no case of a criminal nature - to which freedmen were made parties - tried by the Civil Courts in my Sub District, during the month of April instant. A few arrests of a trifling character were made in this town which were disposed of with justice to all parties. Very Respectfully, Your obedient Servant James Johnson Sub A. Commr.
