under the requirements of par VI Circular No 10 series of 1866 Hd Qrs Asst Comr State of Va, I have the honor to report that there have been but very few cases of a criminal nature of colored persons brought before the civil authorities during the last month in this Division. The civil cases coming before the same authorities in which colored persons are engaged against whites or vice versa are disposed of as heretofore, detrimental to the Freedmen to the disregard of equity & justice; suffering & even fostering prejudice & partiality to rule in the distribution of justice even to the withholding from another that which the recognized laws of God and man and of reason give him a right to claim. I consider that the highest interests & welfare of the State demand a sweeping removal of such functionaries, who
