Captain:
In accordance with the requirements of Circular No. 10, Series of 1866, Head Quarters Assistant Commissioner State of Virginia, I have the honor to submit the following report of the manner in which justice has been administered in this Sub. Division during the month of April 1868.

There were but few cases in which Freedmen were concerned before the County Court the present month and those tried were, in my opinion, fairly decided: Only one complaint was received during the month of injustice having been done by a magistrate of Nottoway County and that was, upon investigation, dismissed and a new trial by Military Commissioner refused. 

Under the supervision of the Military Commissioner the magistrates of the County are improving and now, as a general thing, attend very well to their duties, it is, however, an undeniable fact that to some of them the investigation of Complaints preferred by Freedmen against white people is very distasteful and it is only the fear of Military authority which keeps these men up to their duty.
