The present Mayor entirely ignores the former practice of Mayor Slaughter, who had the Bureau notified of all cases (to which freedmen were parties) came before him — both civil and criminal.

Several freedmens cases have been before the Mayor during the month of May ultimo of which the Bureau had no knowledge until after they were disposed of. Gen'l Terry's approval of Cir No. 10. series of 1866. states "but no person of color will be examined or brought to trial on a criminal charge until he shall have had sufficient time, and opportunity to notify the Asst Supt of the Freedmens Bureau." but it does not make it encumbent upon the civil authorities to have a Bureau officer present except the criminal notify as aforesaid. Advantage is taken of this. I understand that the present Mayor does not consider that Circular No 10. apply's to him, he being an appointee under General Schofield.

I consider it quite necessary to have an officer present at all trials before the Mayor, to which freedmen are parties.
