In compliance with Circular No 10. Bureau of Refugees Freedmen & Abd Lands Head Quarters Asst. Commr State of Va dated Richmond Va March 12th, 1866. I have the honor to report that all cases of a Criminal Nature tried by the Civil Courts of my Division- to which colored persons were parties- were treated with impartiality and fairness and the law respecting their testimony carried out in good faith. A white man was tried in Stafford for inhumanly whipping a small colored boy, he was fined one dollar and costs. 

In a case before the Mayor today- in which a colored person was the accuser against a white man for an Assault and Battery- the colored person asked that the Bureau agent be notified, his request was not complied with, notwithstanding my office and the Office of the
