General;
In accordance with Par 6 Cir 10 Series 1866 Hd Qrs Asst Com state of Virginia, I have the honor to make the following report ;viz: That there has been a number of cases tried during the present month by the courts of this Division where Freedmen were a party in the cause. And in those cases that I have been able to hear the evidence offered, the court did not act justly towards the Freedmen, but seemed rather to be anxious to get the cases off of their hands to as great a disadvantage as possible to the Freedmen, and at the same time escape a retrial of the cases by the Military Commissioner of this Division. The courts would I believe act with more show of justice towards the Freedmen, were it not for the bitter speeches of Lawyers who have managed during the last two sessions of the court, to have the said court adjourned for a couple of hours, or so, on the first day of the Session, and during the adjournment, they have made the most bitter speeches against the rights of the Freedmen, the Officers of the Government on duty in this section of the state, and against the
