Captain:
In compliance with Par VI Circular No. 10 Series 1866. Bureau of R.F. & A.L. Head Quarters Asst Comr. State of Virginia, I have the honor to report that, in my opinion, a colored person can not get justice before the Civil Courts in this County when the interest of a white person is opposed to them.  In as much as several cases have been reported to you, from this office during the present month, by virtue of Par IV above named Circular, to which your attention is invited, I will not here so iterate them  See report of 12th inst from this office in relation to the murder of Richard Brown, and report of 23d inst in the case of assault of Fanny Murray -  

The cases above cited to are a fair index of [[?]] feeling in this (Fauquier) County upon this subject. Unless those of the civil authorities who have thus so utterly ignored the spirit as well as the express letter of justice are deposed from official power, or otherwise admonished of such a reprehensible course I fear that, the colored people may feel that their only protection lies in their own physical power, and that the most dreadful consequences
