Brown Asst Comr of Virginia Richmond Va General In compliance with circular no 10 Series 1866 from Head Quarters Assistant Commissioner State of Virginia: I have the honor to make the following report, on civil justice in my division consisting of the counties of Prince Edward and Charlotte; I attended both courts this month, at Prince Edward there was no cases involving colored people, excepting the granting of license to a colored man to open a Store: at Charlotte Court there was Eight colored men and one woman tried for larceny and misdemeanor, all of which I must Say, were very justly and fairly dealt with, there was one sent to the Penitentiary for five years, he was found guilty of breaking open a Store and taking therefrom, goods to the amount of $500.00. I will Say for the Commonwealths attorney of Charlotte County that he is a Just Honest man and not governed by a desire to punish inocent colored people.
