   Capt. I have the honor to make the following report of the administration of Civil Justice, in the countries of Montgomery, Pulaski, Giles,  Roanoke, Craig and Floyd (3rd & 4th Divs, 8th Sub Dist. Va.) for the month of June 1868. Several cases of seeming injustice in which Freedmen were parties have been referred to me for investigation, and will receive prompt attention. Should it appear that the magistrates have shown partiality in their decisions, they will be at once reported to the military Commissioner-and a new hearing granted.
