In compliance with the provisions of Par 6. Cir No 10, Bu RF.AL Office A.C. Richmond, Va. Mch 12th/66, I have the honor to state that the order restoring to the civil authorities, jurisdiction in criminal cases, over colored persons, has generally resulted favorably with reference to the interests of the latter during the current month.

in one instance which has been reported to me, a case of assault and battery upon a freedman by one Leroy Mallory (white) which was tried before William Carpenter, and Dr Richard Berkley, Magistrates, the case was dismissed and the costs thrown upon the complainant.  From all the evidence before me this was a most unjust decision
