Bureau R.F. and A. Lands. 4th Div. 1st Sub. Dist. Va. Jerusalem, June 30th 1868. Bvt. Brig. Gen'l O. Brown, & Asst. Comr. General: I have the honor (in accordance with Cir. No. 10, Series 1866) to report that I am not aware of any case where Justice has been denied the Freedmen by the Courts, or the examining Magistrates. I make it my business to be present on such occasions and look well to the rights of the freedmen - and I have found no complaint to make. I endeavor to use due diligence and vigilance, and strictly adhere to the requirements of Cir. No. 10, Series 1866. Very Respectfully Your obdt. Servt. M. Moulden Asst Sub. Asst. Comr.
