General;
As no criminal case has been tried by the courts in this Division since last report, I have nothing new to offer "concerning the result of turning over to Civil Authorities jurisdiction in Criminal Cases", and consequently will say nothing.
 
I will not close this, however, without expressing my heartfelt acknowledgements to the Governor of the Commonwealth for his prompt interference in behalf of the Freedman Willis Fowler, wrongfully convicted in the Country Court of Fluvanna, and sentenced to ten years imprisonment, and also desire to thank you personally for the important aid you rendered in presenting the case to the notice of his Excellency.
