Captain: I have the honor to make the following report of the administration of Civil justice, in the counties of Montgomery, Pulaski, Giles, Roanoke, Craig and Floyd (3rd   & 4th Divisions 8th Sub Dist. Va.) for the month of July 1868. So far as can be ascertained the laws have been faithfully and impartially executed, in all cases where the freedmen were arranged before the magistrates or the courts - and their complaints have been promptly attended to by those in authority.

No cases of injustice or partiality on account of race or color have been reported.
