General

I have the honor in compliance with Par 6 Circular No 10 Hd Qrs Asst Comr State of Va dated March 12th 1866. to report the result of transferring to civil authorities jurisdiction in criminal cases over colored persons with reference to the interests of the latter.
No cases criminal or civil were tried at the last term of the County Court of Rappahannock in which a colored person was a party. In the Conty Ct of Culpeper, The case of Edmund Johnson reported last month as charged with sheep stealing was continued at the prisoners request as his witnesses did not appear on account of sickness. The case of the Comwlth against Grimes was taken up & disposed of the jury brought in a verdict of not guilty of the charge (petit larceny)
In the case of the Comwth vs Millir (white) prosectuion instituted upon complaint of Geo Lanson (Cold) the jury brought in a verdict of not guilty and the costs to be paid by the prosecutor. Mr Shackleford the atty for the Comwth filed his bill of exceptions to the decision of the court in regard to the costs I am of the opinion that the judgement will not stand. If necessary I shall call the attention of the military commissioner to this case - 
There were several cases continued and B.H. [[?]] & one Perks each charged with assault & battery were held to bail for their appearance next
