In compliance with instructions contained in Par. 6. Circular No. 10 dated Bureau Va. Head-Quarters Apt. Com'r. State of Va. Richmond, Va., March 12th, 1866, I have nothing of moment to report except two cases disposed of by examining magistrates in and for Chesterfield Co. one of which has been officially brought to the notice of the Military Commissioner of said county. The other case is being investigated by the A.S.A.C. 4th Division who has been made acquainted with the facts. I believe the aggrieved parties (two colored women) have not received justice  The examining courts of the above county are not disposed to recognize the equality of persons before the law.
