Captain:
In accordance with the requirements of Circular No. 10, Series of 1866, Head Quarters Assistant Commissioner State of Virginia, I have the honor to submit the following report of the manner in which justice has been administered in this Sub-Division during the month of July 1868.

I attended the session of the Nottoway County Court on the 2d instant; but few cases were tried to which freedmen were parties and I saw no instance of injustice being done: I did not attend the Lunenburg County Court, which was held on Monday, July 13th, that County not having been re-attached to this Sub-Division until the 21st instant.

No complaints have been made against Magistrates during the month and I am not advised of any injustice having been done by them.

There appears to be but little abatement of the indisposition previously reported as being manifested by many of the Magistrates to take the initiative in cases of complaints against white people preferred by freedmen, when, however, their attention is called to such cases
