I can it with the requirements of Par 6. Cir. No 10. Bu R F & A.L. Office A.C. Richmond Va. Mch 12th/66, I have the honor to submit the following report.

The order restoring to the civil authorities jurisdiction in criminal cases over colored persons does not in many cases result favorably with reference to the interests of the latter. Magistrates, Courts and juries, seem alike affected and while care is taken to keep within the limits of the law, there is too frequently a failure to give to colored evidence its due weight or when a colored person is found guilty of an offense the rule is to punish with the rigor of the law rather than to lean upon the side of clemency.
