Captain: I have the honor to make the following report of the administration of civil Justice in the Counties of Montgomery, Pulaski, Giles, Roanoke, Craig and Floyd, (3rd & 4th Divisions, 8th Sub District, Va.,) for the month of August 1868.

The Freedmen as far as I can learn have been fairly and impartially dealt with, in all cases presented for the action of the civil authorities: were it not however for the presence of the Military and Bureau Officers, I have no hesitancy in saying, that justice, in very many cases, would seldom be meted out to them.

Some few instances of maltreatment of freedmen have been specially referred for the action of the Military Commissioner.
