In compliance with Circular No 10 Bureau R.F. & A Lands Hd qr's Asst Commr dated Richmond Va March 12/1867 I have the honor to report as follows Viz.

In reference to Par IV I would state that great feeling exist against the appearance of any Bureau officer in the civil courts as counsel for Freedmen. 

In reference to Par VI I would state that I do not consider that the Freedmen can obtain justice in the courts of Rockbridge County in any case of importance to which a white man is a party especially criminal ones. The County court at this place needs in my opinion a supervision of the Military and Bureau officers in all cases concerning Freedmen
