General,
In compliance with Circular No 10.Bureau of Refugees F. and A.L. Hd. Qrs. Asst. Com'r. State of Va. Richmond Va dated March 12th, 1866. I have the honor to report that all cases of a Criminal nature tried by the Civil Courts of My Division- to which colored persons were parties - were, with the exception of the case of George Crump, treated with impartiality and fairness and the law respecting their testimony carried out in good faith. Crumps case was on the 11th inst. fully reported by me:
