General: 
I have the honor to report pursuant to Circular No. 10 Series of 1866, that during the past month no trials of freedmen before the civil courts have come under my cognizance. 

The general administration of Justice by the civil authorities is fair except in cases where prejudice of color is excited. In these there is no reliance to be place upon them.

The expense of litigation keeps freedmen away from the courts: the well known feelings and prejudices of the whites are equally discouraging
