General 
I have the honor to report in compliance with Par 6 Circular 10 Hd. Qrs. Asst. Commr State of Va. dated Richmond Va. March 12th 1866 the result of transferring to Civil Authorities jurisdiction in criminal cases over colored persons with reference to the interests of the latter &c-

No cases civil or criminal were tried in the Rappahannock County Court at its last term in which a colored person was a party-

In the County Court of Culpeper most of the time of the court was consumed in the case of the Com'th vs. Francis & Eliza Conway who stole ten dollars from another colored woman the money was fully identified & the parties convicted upon the evidence & owing to their ignorance &c & the expense of a long confinement the jury only fixed the term of confinement 24 hours in the county jail.  Owing to the length of this case the other Com'ths cases were continued to next term- No civil cases tried-
