General,
In obedience to Par. VI Circular No 10 series of 1866 Hd. Qrs. Asst. Comr. State of Va. I have the honor to report that I believe that the Civil authorities instead of improving in the discharge of their duties & in the administration of justice, they are growing worse, in all litigated cases & criminal prosecutions where the freed-people constitute parties thereto.  They are very derelict in the performance of their duties, giving little or no attention to the complaints of Freedmen, even when referred to them from this office.  All of the Justices of the Peace & Constables are now serving beyond the limitation of their terms of service.
