I have the honor to report pursuant to Cir No 10 Series 1866 from Hd Qrs Asst Comr Dist of Va. that the Administration of Civil Justice in this Division in cases where Freedmen are concerned against Whites, although gradually improving in the two Cities of Norfolk and Portsmouth under a loyal administration of affairs, is still unsatisfactory in the country portions of the County, from which complaints are quite frequent. All the cases of this nature however arising during the past month have been finally adjusted to the satisfaction of all parties by the efforts of the Bureau seconded by the Military Commissioner.
