In compliance with the provisions of Par 6. Cir No 10, Bu R F & AL Office A.C. Richmond, Va. Mch 12th/66, I have the honor to report with reference to the order restoring to the civil authorities jurisdiction in criminal cases over cold persons.

To the best of my knowledge and judgement the magistrates, in the preliminary examinations, have acted impartially during the month.
In the case of the Commonwealth vs. Benson charged with stabbing a col'd man, named Pierce, I think the sentence of the jury was light. John Coleman convicted of horse stealing was sentenced to the Penitentiary for 15 years, and doubtless received his just deserts.
