General:
I have the honor to report in compliance with Circular No. 10 (par 6) H'd Q'rs Ass't Comms state of Va. dated Richmond Va. March 12th 1866, the result of transferring to Civil Authorities jurisdiction in Criminal Cases over Colored persons with reference to the interests of the latter &c

In the County Court of Culpeper several cases were to have been brought up but owing to the absence of material witnesses both for the Commonwealth & the defence the same were continued. I could see no reason to find fault thus far with the action of the court - In the County Court of Rappahannock no cases came up A full report of the Arthur Lee case will be forwarded as soon as any clue to the parties can be ascertained.

Every effort is being made by the authorities & the citizens generally to [[?]] this case out
