General:

In accordance with Par 6, Cir No 10 Series 1866, Hd Qrs. Asst Com State Va, I have the honor to make the following report: viz: That there has been fewer cases tried by the civil courts in this Division during the month ending October 31st 1868, than in any previous month of this year. Of the cases that have been tried, where Freedmen were a party, or parties in the cause, I see but little disposition on the part of the Civil Authorities to treat the Freedmen justly. In an occasional case however, Freedmen do receive justice at the hands of a single Majistrate.
