Head-Qurs. 2d Div., 4th Sub-Dist, Va.
Goochland C. H. Va. Oct. 31 - 1868.

General:
During the month now closing no case has occurred in the courts of this Division, in which a freedman was a party, which demands notice. No one has been convicted of any criminal offence, and no complaints have been made, so far as I am advised, for any crime. Several old cases have, at my instance, been dismissed by the courts, and the parties discharged. I have therefore nothing new to report "concerning the Results of Turning over to Civil Authorities Jurisdiction in Criminal Cases."

Very Respectfully
