Sir:-
In compliance with Circular No. 10, series of 1866, Hd Qrs. Asst. Comr. Dist. of Va. I have the honor to report, that during the month, I believe that all cases of trial where colored persons were arraigned parties, and all cases of litigation where colored persons were a party have been conducted as nearly "Rectus in curia" as the fallibility of mans judgement will admit, and that the interests of the colored have been respected, and the law respecting their testimony carried out in good faith.
