In compliance with Cir. No. 10, Series of 1866, I have the honor to report the administration of civil justice as follows, viz:
No cases have been tried in the County Court in which Freedmen were interested parties.
The case reported in September of Commonwealth vs. Jos. Blackwell charged with "Breaking and Larceny" found guilty at the Sept term of County Court and sentenced to five years, was brought before the Circuit Court on bill of exceptions, and the exceptions sustained, and the case went back to the County Court for a new trial, Blackwell remains in Jail awaiting trial. 
No cases have been reported of a violation of the law passed Feb. 20th 1866 "to prevent and punish unlawful hunting &c".
