I have the honor to make the following monthly report for the month of October 1868, in compliance with Circular No 10, dated Bureau R.F. & A.L., Headquarters Asst. Comr. District of Virginia Richmond Va, March 12th 1866 of the manner in which the order restoring to the civil authorities; jurisdiction in the trial of Criminal cases in which Freedmen are parties; has resulted in the 3rd Division 1st Sub-District Va. consisting of Nansemond and Isle of Wight counties.

So far as appearances go the Freedmen are as fairly tried as Whites but the strong feelings of prejudice which exist against them in the minds of a
