General In compliance with Par 6. Circular No 10 from Headquarters Assistant Commissioner Va. Dated Richmond Va. March 12th 1866, I have the honor to report that the operation of the order restoring to the civil courts jurisdiction over colored persons in civil and criminal cases has worked to the satisfaction of both white and colored and no complaints are made as to any biased or prejudiced decisions given by the civil court.
