Genl  I have the honor to report that all the Freedmen are employed as far as I know, and that there has been but little litigation in which the Freedmen are interested  I attend all the trials to which they are parties and throughout my District their testimony is Received with as much credit as a white mans would be of the same character. There are two indicted in Shenandoah County and will be tried at the December term of the county court. I do not know of any Freedman who are able to work who are out of employment. I fear during the winter there may be some suffering among them as the crop of corn is light and is selling here for as much as it will bring in the eastern or city markets, I think it a misfortune that the duty of the Bureau agents ceases at this season of the year
