General:
I have the honor to report as follows in compliance to Cir. No 10, Hd. Qurs. Asst Comr Va S. 1866.

Complaints are frequent where parties feel agrieved by what they deem injustice being done by civil authorities. Many of the laws of Va are hard, and many people who are ignorant of law, when decisions are rendered in accordance with the laws, and adverse the claims they have thought just, they always complain. Foolishly many sign severe contracts as crops often fall short of expectations, then they cry out for justice when they have signed it all away.

The great trouble now is these people need education and more economy.  There are very few Virginians, if they get the advantage but
