the facts in the cases. This however, I attribute to the fact, that the cases happened to be taken before Magistrates, who have unusual courage enough to enable then to act, regardless of public sentiment.

During the month, I have adjudicated. a considerable number of trivial cases, as well as a fair proportion of comparatively important ones in my office preferring to do this. than to submit them to settlement the Magistrates, for reasons frequently given before this. In civil cases, I have not been informed of any instance. in which any injustice has been done a colored person, by any authority, delegated with power, to institute or regulate proceedings in the civil Courts, which probably is attributable to the fact, that I continue to prevent. as far as possible. cases in which Freedmen are parties, from being tried or adjudicated by Magistrates of questionable proclivities.
