In compliance with circular No 10 series of 1866 Hd Qr's Asst Commr of Va. I have the honor to report that no cases of injustice to Freedmen either by the Courts of Magistrate of my Division have come to my notice during the past month.

I would also report that there are vacancies existing in two of the Magisterial Districts of this County (No's 1 and 2) and that the only magistrate within eight (8) miles of this C.H. (Mr. J.W. McKenney of Dist no. 4) declines to perform the duties of his office.

In consequence of these facts the need of a magistrate in this vicinity is severely felt - I have written to Bvt. Lt. Col. Cooley Mil'y Commr of this Div. informing him of the above condition of affairs -
