General,
I have the honor to report pursuant to Cir 10 Series 1866 Hd Q. Asst Com Dist Va that few complaints have been made during the present month in reference to the Administration of Civil Justice in the Cities of Norfolk and Portsmouth Va. While Complaints from the Country portions of the Div have been numerous mostly occasioned by threats of eviction from leased premises, unless enormous and exorbitant rents are paid by the Freedmen. The prejudice of Juries also continue against which as affairs now stand there is no relief in the case of unjust conviction for crime except through the medium of Executive pardon
