I have the honor to make the following monthly report for the month of December 1868 in compliance with Circular No. 10 dated Bureau R.F. + A.L. Head Qrs. Asst. Comr. District of Virginia, Richmond Va. March 12th 1866, of the manner in which the order restoring to the Civil authorities, jurisdiction in the trial of criminal cases of Freedmen; has resulted in the 3rd Div. 1st Sub-Dis., Va. consisting of Nomsemond and Isle of Wight Counties

The strong feelings of prejudice which exist amongst the Whites toward the Freedmen cause nearly all parties engaged in the trial of Criminal Cases to be very severe and in some cases unjust in the punishments inflicted and verdicts rendered
