Respty returned to Asst Com'r, Gen'l Gibbon gave Capt Barnes the money to purchase this building from what was called the Civil fund, raised from fines &c. Capt Barnes fitted up the building as agreed with Genl Gibbon. for a school. some of the bills were allowed and some disallowed, hence his claim.  I do not see how it can be legal, as he was an officer repairing a Government Building on his own responsibility. This point should at once be settled.  The building does not appear on the records of the Bureau. It stands on the lot of a Church Organization who agreed that so long as the building was used for educational purposes no rent would be charged. They now ask $50 per annum. (so says Capt Barnes)

Lacy Supt 7th Dist of Va) Mr Murrell was a member of Campbell County Bureau Court and has had no authority to make indentures since its suspension last spring. In making this he misunderstood order of suspension. The compensation, however, fixed by him. Viz Thirty dolls ($30.) and freedom suit is the regular rate in his section for both white and colored apprentices. Mr Murrell is one of the first lawyers in the county, and has rendered very valuable service to the Bureau. I am satisfied that he would do nothing that he thought detrimental to the interests of the Freedman in question, though under existing circumstances his indentures will be revoked by myself.
