Somewhere between the 1st and 15th August I signed voucher for $18 - due me for services as citizen agent in front of Freedmen in this Co. I delivered the vouchers (signed) to Capt J.H. Sharp - since then I know nothing of them - no money has been received by me.

Respectfully returned to Bvt Maj Stone Supt 2nd Dist Va. with the information that the vouchers to which Mr Turner offers were received by me from the office of the Supt 2nd Dist Va about the date he specifies, and were promptly returned to the same office after he had signed them. In the same enclosure with them came a communication signed "Stuart Barnes" requesting me to forward to the Office of the Supt 2nd Dist Va any unpaid accounts owed by the Bureau in Surrey Co. In answer to Genl Brown's endorsement, I have to say that I have understood that in the 2nd Dist the fines are so collected in the several sub dists overall paid to Capt Barnes and by him divided among the Citizen Agents for the Freedmen.
Thus equalizing their pay for the fines &c &c in some counties for various reasons were much greater than in others, whereas the duties of the agents

were pretty much the same. I know that I myself as Asst Supt of Dinwiddie County paid over to Capt Barnes several small amounts. Mr Turner worked with faithful diligence in the Bureau. He is a poor man who needs all the money that is justly due him, and I earnestly request that the matter as to who drew the money ($18) for the vouchers be carefully investigated.

Respectfully returned to Bvt Maj J.R. Stone Supt 2d Dist with the information that the vouchers, referred to within, were received, and the money forwarded to Bvt Maj T.F.P. Crandon Sept 3d 1866, less the Internal Revenue tax. The amount was included in check No. 3. $132.97/100 drawn on the U.S. Treasurer.
Maj. Stone Will please examine the records of his office and ascertain whether the money has been forwarded to Mr Turner.
If no trace can be found of it, Maj Stone will please communicate with Maj Stone in regard to the matter.
