Asst Comr enclosed - Affidavit also required that the applicant does not come within any of the classes except from the benefits of President Johnson's Amnesty Proclamation of May 29, 1865.

Respectfully returned with the information that Ellen is now with her father William Jefferson who is a resident of Richmond Va. She having elected to go with him in preference to her mother. Mr Mallory states that he only intended to retain Ellen until she could have an opportunity of seeing her father. When she was permitted to make her own choice of parents with the above result.

I would respectfully request that I be allowed to employ a civilian at a compensation not exceeding $50 per month to finish taking the census in Norfolk Co.
