Respectfully returned to Bvt Brig Genl O Brown A A A G Bu R F & A L Dept Potomac.
In obedience to above endorsement Mr Andrews selected Mr Saml Eaton. Mr Eaton and myself being unable to agree I then selected Mr A Washburn who thought $400 per year should be paid Mr Andrews for the property occupied by the Bureau. Mr Andrews to put up such a fence in front and rear of the negro quarters as has been described to him by Mr Washburn.
The right of way to the negro quarters through the grounds occupied by the Bureau to cease.
Should Mr Andrews not feel disposed to comply with the above Mr Washburn thought $350 per year should be paid him as rent the same to commence from April 2d 1866. All of which was consumed in by Mr Eaton and myself. Mr. Eaton at our meeting presented a certificate from James M Taylor Real Estate Agent of this city certifying that had he the property to lease, he could rent it for $400 per year without any difficulty.
