Respectfully returned with information that the within named persons do not come strictly under the provisions of Cir No. 2. H'd Qrs Com'r R F & A L series 1866. as they are able bodied. neither are they in a suffering condition as they now have a very few bbls of corn. (8) Eight in number. They are very desirous of returning to their old homes in N.C. but are unable to defray the expenses of transportation. They have been urged to take this step by this office. the advantages of living there have been presented and every inducement has been held forth to them in common with other "Freedmen" here to persuade them to remove to their former homes, but if assistance is not rendered by the Bureau all efforts to that result will be futile.
